Public Private Partnerships for societal goals - governmental economy measures or genuine instruments of change?
Public Private Partnerships ("PPP") originally derive from the fields of construction and road building. Later, it was extended to the field of Research and Development. In other words, public money was applied in predictable, technological processes, with more or less controllable inputs and outputs.
Since not so long, world governmental organs (EU, AU, UN, Worldbank, etc) use PPP to create societal impact.
